There are fewer job vacancies now, which means that some crew members are returning, possibly due to language barriers or delays in payments in other regions. I believe that the state of the vessels is more concerning than the sanctions. They will send you off for money, but if you stay quiet on the vessel for months and endure the poor conditions, you can repeat the same experience on the next trip.
