The Third Engineer Trainee position exists mainly for officers from the owner's country crossing over from oil tankers — a contract as apprentice, the advanced gas ticket, then trainee with an in-voyage step into rank. The rest of us — Ukrainians, Romanians, Croatians, Filipinos — enter as Fourth Engineer whatever our record, do the demonstration contract and get promoted after; the pay difference between fourth and trainee is nil and so are the duties. You will not find officers from the owner's country in the junior tiers at all. The system is navigable, just know which queue you are put in.
Catering is decent. Supply works: a three-month consumables cycle, spare parts on order. Internet is unlimited with 4G near shore, though speed suffers when everyone is online; antennas were being sent to some vessels. There is medical insurance of 200,000 USD covering the seafarer and one named relative, but residents of Ukraine and Moldova are excluded — a rule that predates the war. Office support is good when questions come up. Growth is real: during my time a motorman rose to gas engineer trainee, and he was not from the owner's country. Officers come from several countries; ratings are mostly Filipino, with cadets now being taken as well.
